Welcome to Doug Pryor, Consulting Actuary – Public Plans

We are excited to welcome Doug Pryor, ASA, EA, MAAA, to our Retiree Health team at Rael & Letson. With over 35 years of actuarial experience, including more than 20 years of consulting exclusively with California public agencies, Doug has worked with hundreds of agencies on retiree health issues, including OPEB, pension, and CalPERS projects. Doug Pryor will be heading up our work for public plans while expanding our services to support additional public sector reporting needs. He will be brings a wealth of knowledge in a range of actuarial issues such as all aspects of OPEB reporting, benefit trust consulting, negotiations, and plan amendment cost analysis (California Government Code Section 7507 certifications, compliance meetings), CalPERS analysis (contribution and funded status projections with stochastic investment return modelling, Supplemental Section 115 Trust analysis, assistance with Additional Discretionary Payments analysis, Pension Obligation Bond risk analysis, pension Override Tax analysis certifications), and many other actuarial issues public agencies face.

Doug holds an M.A. in Statistics from University of California at Santa Barbara. His deep understanding of California public agencies’ issues allows him to provide clients with valuable insights and the best guidance.
