Mr. Desa joined Rael & Letson in 2017 as a Health Analyst. Prior to joining Rael & Letson, he worked for a large actuarial consulting firm based out of San Francisco. Mr. Desa started his career as an actuarial analyst in the Retirement practice working with defined benefit plans, defined contribution plans, and OPEB plans. He transitioned to the Health and Benefit practice in 2015, assisting Fortune 500 companies with their Health & Welfare plans including benefit plan design, proposals and bid analysis, financial projections, reserve calculations and open enrollment materials. Mr. Desa is an actuarial student currently pursuing the FSA designation. He graduated from the University of California, Berkeley in 2011 with a bachelor’s degree in Economics.

Ms. Zhang recently joined Rael & Letson as a Health Analyst. She started her career in the Health & Welfare benefits field in 2015. Prior to joining Rael & Letson she worked for a local Benefits Administrative firm as an actuarial analyst and underwriter for stop-loss and large group insurance products. In addition she analyzed and negotiated insured plan renewals. Ms. Zhang received a Master of Finance from the University of Maryland, Robert H. Smith School of Business and a Bachelor of Science in Accounting from the University of Macau (Macau, China).

Mr. Frizzell graduated from the University of Washington with a bachelor’s degree in Business Finance. He began his career as a pension analyst for multiemployer pension plans and has over 7 years of experience in the industry. His experience includes all aspects of actuarial consulting for pension plans, including funding valuations, government filings, PPA zone status projections, and experience studies. Mr. Frizzell worked on single employer plans at a large national consulting firm before joining Rael & Letson and returning to his multiemployer roots. Mr. Frizzell joined Rael & Letson in 2016.

Mr. Yoder has 20 years of experience working in health & welfare benefits consulting. For the last 15 years he worked exclusively with multiemployer funds throughout the Pacific Northwest and Alaska. During that time he has served a diverse set of clients ranging in size from 500 employees to over 15,000. His clients include construction, retail, service and transportation/trucking industries. Mr. Yoder is a 1995 graduate of Gonzaga University with a B.S. in Mathematics and Computer Science. He started his career at a worldwide consulting firm working in a group dedicated to actuarial and underwriting services, including underwriting of self-funded plans, reserve calculations and retiree medical liability valuations. In 2001 he turned his focus to multiemployer plan consulting. Although financial analysis and plan underwriting continues to be a passion, Mr. Yoder has been in a client facing consulting role for the last 10 years. Clients appreciate his attention to detail, technical expertise and ability to communicate complex issues. Mr. Yoder joined Rael & Letson in September 2011.

Ms. Willson is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries and an Enrolled Actuary with 21 years of consulting experience in the pension and post retirement welfare arena. She has strategically advised and consulted on numerous retirement programs in such areas as design, administration, financial management, and mergers and acquisitions, for both Taft Hartley and Corporate Plans. Ms. Willson is a published writer for the American Academy of Actuary’s “Contingencies” magazine. Before joining Rael & Letson in 2011, Ms. Willson worked for large international employee benefits consulting firms. Ms. Willson graduated from the University of Bristol in 1994 with a B.Sc. in Mathematics.

Mr. Whelpley is an Associate of the Society of Actuaries, a Member of the American Academy of Actuaries, and an Enrolled Actuary under ERISA with over 26 years of experience in retiree health and pension consulting. He is currently engaged in producing postretirement welfare valuations under FASB ASC 965 for multiemployer trust funds and under GASB 74/75 for public entities. Prior to joining Rael & Letson in 2004, he was employed by several other large national and international benefits consulting firms. Mr. Whelpley's recent public sector work includes GASB 74/75 postretirement welfare valuations and funding studies for several northern California school districts and City/County governments. He has also been involved with vendor searches and various other health-related analyses for CalPERS. His private sector work has been in the areas of corporate pension and postretirement welfare funding, FASB ASC 715-60 valuations, and the setting of claim reserves and employee contribution rates. Mr. Whelpley graduated from Rutgers University in 1989 with a B.A. in Mathematics and Computer Science.

Ms. Stepanians joined Rael & Letson in October 2013. Ms. Stepanians has 17 years of health insurance experience working at two large nationwide carriers Aetna and Blue Shield of California. In her role as Senior Underwriter at Blue Shield of California she was responsible for risk analysis and rating of prospects, as well as, existing groups of 300 to 3000 employees. She participated in strategic meetings planning with account managers and account executives along with the brokers to fulfill client needs and finalize renewals and new client acquisitions. She is knowledgeable about various funding arrangements and benefit pricing. Ms. Stepanians has a bachelor’s degree in Business Administration from California State University Hayward (currently CSU East Bay).

For the past five years, Ms. Siperko has worked exclusively with multiemployer health and welfare funds. Prior to that, she worked as an analyst for a large worldwide consulting firm in their large single employer group. Her primary clients include teamsters, construction, and transportation industries as well as secondary roles in UFCW and retail industries. Ms. Siperko has a bachelor’s degree in mathematics and economics from Claremont McKenna College. She is also CEBS certified as of November 2011 and is pursuing an actuarial designation. Her background in mathematics and analytical work gives her a strong technical foundation to excel in data analytics, underwriting and liability calculations.

Mr. Rowe has been a consultant with Rael & Letson for over 21 years, having developed strong and stable working relationships with his clients over that time. Mr. Rowe’s clients include several large public sector and labor clients and many joint labor-management trust funds. Mr. Rowe helps his clients develop, implement and evaluate innovative and cost effective benefit programs customized to the unique needs of each client. Mr. Rowe focuses on developing long term Wellness and Cost Containment Strategies, including developing partnerships between his clients, health care insurers, physician medical groups and hospitals that have proven to deliver optimal health care value to his clients. Mr. Rowe relies on data driven analysis, goal setting and performance measurement, while holding providers accountable for results. This includes development of Accountable Care Organization (ACO) and other similar arrangements that have proven to help reduce and control costs and stabilize annual premium rates over many years. This strategy has also led to increased employee engagement in targeted wellness and disease management programs. As an example of how this strategy has benefited his clients, one of Mr. Rowe’s large public sector clients was able to moderate its HMO and PPO premium rate increases to an average of 1.30% annually over a 5 year period (2011/2012 – 2016/2017). Mr. Rowe has made case study presentations at professional association conferences highlighting the key elements of this strategy that have led to achievement of positive results. Prior to working for Rael & Letson, Mr. Rowe worked 12 years for one of the largest health care delivery systems in the country, helping develop and support client management services designed to meet the unique needs of large public sector employers and labor groups. Mr. Rowe received a bachelor’s degree in health care administration from California State University at Chico and he also completed a post-graduate program in business administration at Georgetown University in Washington D.C.

Ms. Riebs began her career in the employee benefits field in 1980 as a benefits technician for a major international consulting firm, then moved up to Group Service Manager for a national insurance company with offices in San Francisco. Ms. Riebs has extensive experience with both private and public entity employer groups as well as Taft Hartley trust funds. Her knowledge extends to financial analysis, budgeting, benefit plan design, plan document preparation, and employee communications. Ms. Riebs has received the Managed Health Professional designation through Health Insurance Association of America (HIAA) and is a candidate for the Certified Employee Benefits Specialist (CEBS) professional designation. Ms. Riebs jointed Rael & Letson in 2000.

Mr. Rhein graduated from the University of Colorado in 1985 with a B.S. in Recreation Therapy and earned an M.B.A. in Health Services Administration from Golden Gate University (1993). He has six years of managed care experience working as Reimbursement Specialist for a San Francisco area hospital. Mr. Rhein joined Rael & Letson in 1995. Since that time, he has provided clients with consultation that has included managed care and indemnity medical and dental plan analysis, detailed income-expense and reserve analysis and provider negotiations. His consulting expertise includes a wide array of innovative plan designs including child care and eldercare benefits, domestic partners benefits and supplemental sick and vacation benefits. Mr. Rael graduated from the University of California at Berkeley in 1976 with a B.A. in Economics and joined Rael & Letson in 1980. He consults in both the health insurance and pension plan fields, and has provided services for some of Rael & Letson’s largest clients. Mr. Rael has thorough knowledge of the programs offered by managed care providers regarding medical, prescription drug, dental, vision and life insurance benefits. He works with many preferred provider organizations, pharmacy benefit managers, utilization and disease management companies and third party administrators in the State of California. This experience with an array of providers allows him to keep clients informed of the latest cost containment strategies available that are essential to overall sound plan design. Mr. Rael provides many clients with financial projections of anticipated revenues and expenditures which are vital in keeping benefit plans funded properly. He provides many pension clients with recommendations on how best to keep their defined benefit pension plans operating on a fiscally sound basis. He coordinates with his clients’ Legal Counsel to keep plans in compliance with the most recent legislation.

Prior to joining Rael & Letson in 2015, he managed several multiemployer trust fund clients for a regional third party administrator before becoming a senior consultant for a global actuarial consulting firm with clients in the Western Region. Mr. Mendez specializes in providing comprehensive consulting services to multiemployer and public sector health and welfare and retirement plan clients, which include such services as preparing budget projections, self-funded cost estimates, managed care studies, vendor renewal analyses, and compliance related initiatives. He is an active member of the IFEBP and has spoken at the IFEBP conference, as well as on various retirement and health and welfare plan related topics to union groups and associations. Mr. Mendez is a Certified Employee Benefits Specialist (CEBS) and graduated from San Jose State University with a B.S. in Finance.

Before coming to Rael & Letson in 2006, Ms. Londa worked for a large global employee benefits consulting firm in their pension practice. Ms. Londa graduated from Denison University with a B.S. in Biology, and from the University of Rochester Simon School of Business Administration with an M.B.A. in Finance and Accounting.

Mr. Li has over 21 years of extensive actuarial experience. Prior to joining Rael & Letson in 2006, he was employed at an international employee benefits consulting firm where he advised large corporations on active and retiree health benefit strategy and plan management. Mr. Li has also consulted for school districts, public entities and Joint Powers Authorities (JPAs). His client work includes actuarial valuations for other postemployment benefits (OPEB) as required under FASB ASC 715-60 and FASB ASC 965, and GASB 74/75, accrual rate projections, contribution strategies and development, and vendor procurement. In addition, he has experience in pricing and financial reporting of various insurance products during his initial employment at an insurance company. Mr. Li is an Associate of the Society of Actuaries and a Member of the American Academy of Actuaries. He graduated from the University of California at Berkeley with a B.A. in Statistics with an emphasis in Computer Science.

Mr. Kaplan worked for two life insurance companies, as manager of the group actuarial department for one and as manager of the annuity department for the other, before joining the actuarial department of a multi-national consulting company's New York office in 1967. He became a senior vice president in 1976 and also served as a consulting group head. Mr. Kaplan served as one of the consultants to the Pension Benefit Guaranty Corporation in their undertaking to revise Title IV of ERISA and he has spoken before meetings of Enrolled Actuaries, the Society of Actuaries, and the National Association of State Retirement Administrators. In 2002 Mr. Kaplan joined Rael & Letson's Pasadena office as a Senior Consulting Actuary, where he works with multiemployer health and welfare and retirement clients in addition to public entities. Mr. Kaplan graduated from City College of New York with a bachelor's degree in mathematics in 1963. He is a Fellow of the Society of Actuaries, a member of the American Academy of Actuaries, an Enrolled Actuary and a Fellow of the Canadian Institute of Actuaries.

Ms. Heiden was a health and pension benefit management executive for a very large U.S. company, which included collective bargaining responsibility. At Rael & Letson, she is responsible for delivering expert advice to clients on strategy, design, compliance and administration of health and benefit plans as well as providing bargaining support. Ms. Heiden holds a M.S. in Statistics from Stanford University and a B.S. in Applied Mathematics from the University of California, Los Angeles.

Mr. Rowe’s clients include several large public sector and labor clients and many joint labor-management trust funds. Mr. Rowe helps his clients develop, implement and evaluate innovative and cost effective benefit programs customized to the unique needs of each client. Mr. Rowe focuses on developing long term Wellness and Cost Containment Strategies, including developing partnerships between his clients, health care insurers, physician medical groups and hospitals that have proven to deliver optimal health care value to his clients. Mr. Rowe relies on data driven analysis, goal setting and performance measurement, while holding providers accountable for results. This includes development of Accountable Care Organization (ACO) and other similar arrangements that have proven to help reduce and control costs and stabilize annual premium rates over many years. This strategy has also led to increased employee engagement in targeted wellness and disease management programs. As an example of how this strategy has benefited his clients, one of Mr. Rowe’s large public sector clients was able to moderate its HMO and PPO premium rate increases to an average of 1.30% annually over a 5 year period (2011/2012 – 2016/2017). Mr. Kaplan worked for two life insurance companies, as manager of the group actuarial department for one and as manager of the annuity department for the other, before joining the actuarial department of a multi-national consulting company's New York office in 1967. He became a senior vice president in 1976 and also served as a consulting group head. Mr. Kaplan served as one of the consultants to the Pension Benefit Guaranty Corporation in their undertaking to revise Title IV of ERISA and he has spoken before meetings of Enrolled Actuaries, the Society of Actuaries, and the National Association of State Retirement Administrators. In 2002 Mr. Kaplan joined Rael & Letson's Pasadena office as a Senior Consulting Actuary, where he works with multiemployer health and welfare and retirement clients in addition to public entities. Mr. Kaplan graduated from City College of New York with a bachelor's degree in mathematics in 1963. Ms. Arakawa has over 31 years of experience in strategic marketing and business development. She held positions responsible for developing strategies and solutions to address current and future competition and business trends. Ms. Arakawa opened new markets as well as increased and retained market share. Her experience spans from Hawaii to across the United States. She is known for her integrity, leadership, management, and team building skills. Ms. Arakawa's career includes director positions at Healthentic, Delta Dental of Hawaii and Hawaii Employers Council. She was educated at the University of Hawaii. Ms. Arakawa was the past president of the Hawaii Association of Health Underwriters and a Board Member of the American Marketing Association. She currently serves on the YMCA Board. Ms. Arakawa joined Rael & Letson in 2016.
